A DIGIM video comparing Russian Prime Minister statements on teachers in 2013 and 2016 was the top trending video on Odnoklassniki, Russia’s second most popular social networking site (with an estimated 51 million unique users daily). In 2013, Medvedev spoke of the obligation of the state to monitor the wages of teachers. But in 2016, he advised teachers to go into business if they want to make a living.
